Adam:

That's exactly what I was referring to (brake rotor splash guards). I
wasn't planning on insisting that the dealer install them for the reasons
that you mentioned. I looked at a couple of trucks on the dealer's lot (he
didn't have a 4x4 Dakota), the Durango's all had them, but the Jeep Grand
Cherokee (it was up on a ramp) didn't. The whole inside of the disk was
exposed.

The rotor seems pretty well protected by it's position, so I suspect the
chance is damage is remote.
