  I'm not sure about the other questions, but here's an idea that I'll
throw at you... Instead of wiring it up at the fuse box, what about
pulling out your cigarette lighter and attaching the leads to the leads on
the back of it? (Or you could also just find the wires that run to the
cigarette lighter and tap into those.) That way you don't have to mess
with the fuse box and that huge jumble of wires, and also the power outlet
will turn on and off with the ignition, just like the cigarette lighter, so
you don't have to worry about leaving the CB on and possibly draining the
battery.
