I understand and use the G-Tech...but you can't use that for State Smog
Inspections. So what DO they use?

There are alternatives... you can use a G-tech, or there was somebody doing
some kind of home dyno software on the 'net.. it involved an inductive
pickup on a spark plug wire, and plugging in your car's weight, and it
calculated HP, complete with HP/torque curve graphs... or I know of someone
using a setup from http://www.easesim.com to gather data, and is able to
calculate HP curves as well, based on weight of the vehicle.
