Geoff,
underdrive pulleys slow all belt driven accessories... A/C pump, water pump,
alternator, power steering pump. This in turn reduces the amount of drag
from these accessories, thereby 'creating' more power.

I installed an ASP crank pulley, along with an electric fan (removed the
stock mechanical fan) gained about 20hp (est.) and 3mpg (not an est.)
