I personally wouldn't chance it. I'm sure there's a safety factor built
into that 2000 lbs. (don't forget to consider tongue weight), and it
probably would hold, but I shudder to think what would happen if it let
go.
When I rented a UHaul trailer about 5 months ago to move, they asked me
a lot of questions about what would be towing it, and what kind of hitch
it'd be on. They do check the "official" ratings on this stuff and
double-check that you've got the hardware you say you've got when the
hand over the trailer.
Sure, it's overkill, but I'd go with the Ram (assuming it's yours and
not one you use at work) or get a "real" hitch for the Dakota. If that
bumper lets go, it'll probably cost you a lot more money than the hitch
or the fuel for the Ram.
