True IAS motor adjust the idle, but if the blades are too far out
of alignment (every vehicle is different), your idle will be too
high (on my RT is was right on, on the 5.2L if ran about 1600 RPM)
I adjusted the idle screw (blade angle thingy) to get the idle back
down within reason, and the IAS takes over from there.

I thought that as well in the beginning and had removed the cap and played
around with the screw. All it does is change the blade angle. The computer
controls the idle speed mainly with the IAS.
(I had turned it in 1 turn to find out what it changes and the idle went up
slightly for a few seconds and then right back to where it was.)

Yes there is. it's covered by a small plug just knock out the plug and there
it is. All you have to do is get it close and the IAS takes over control.
But if you had a radical cam you could bump the idle up a few hundred rpm to
smooth the motor out.
