Ditto what Mike said. It sounds like an airflow problem. If your temp goes
down when your moving, the water pump/thermostat system is ok. But if the
temp only goes up while you're sitting still, your not getting enough
airflow. (You don't even need a fan while moving over 35 mph or so, assuming
nothing's blocking the radiator) Make sure the fan clutch is working
properly.
