Yes the factory valence needs to remove. It won't do anything to your
fogs.
It is meant to work with factory fog locations. It should've come with the
3M to mount. If you buy it, get the red protective backing stuff. It's the
best.

I'd still call 'em and let 'em know you didn't get it.
