Live in a NON-EMISSION city is the solution :) I live in Comal County and
they don't require the emission testing :) So I can get away with LOTS of
stuff...all they do is make sure all lights work, brakes work tires are good
windshield wipers work, horn works and bam, done!!!

They're implementing all kinds of new emissions/inspection rules in Texas.
I got my '84 Chevy work truck inspected last month, they checked the GAS
CAP!
Hooked it up to some kind of a pump-up pressure device that had a l.e.d.
readout that said "pass" or "fail"......and this is a '84 model!
Houston and Dallas have "hazardous" air quality most of the year, with very
few
days within the standards for healthy air.
The Government is threatning to cut back on highway funds if we don't clean
up
our air very soon.
Bernd may not know about this, living down there in Austin. With the
population
exploding there, I'm betting they'll be having the same trouble soon.
As for the open element air cleaner, isn't it the base and top that are the
problem?
I have a K&N element in the work truck and it passed. It's in the factory
assembly, though.
