What can I adjust with a scan-tool

I need some info from people who have done this before. But now that my
engine is done, I need to have someone use a scan-tool to see if I can
re-adjust fuel syncronaztion and timing.

My questions are:
1. What can I adjust with the scan-tool.
2. Does anyone in the Detroit area have one I can use?
