I don't think the PCM will work correctly. The VIN and odometer needs to be
flashed into the PCM and I don't think the 99 PCM will accept a 2000 VIN and
if you try to force it, it will light strange lights and may give you
erroneous codes.

both non california versions...
Also are there any fitment problems to say a 305/45/17 tire size? Basically
I am looking for some more meat in the back. Don't worry 15 x 8 stockers
are on the way with slicks for the track :)
