Installing Lakewood trac bars

I got a set of lakewood track bars in the mail today... it says to tighten
the u-bolts firmly to the spring and then adjust the bumper to 1/2". How
the h##l do you adjust the bumper??

It is just bolted onto the bar. There is no way to adjust it i can
see. Someone help me out here, I'm missing something simple.
