Rear brakes not grabbing. What could cause?

Was at the dealer, and they are all baffled at what's going on. They said it
appears the rear brakes aren't grabbing. What could cause this? The pedal is
real low in the morning, and then it comes right up and stays up after
hitting the pedal two or three times. Rear brakes are NOT out of adjustment.
Any ideas?
