BIG problem

ok guys, my 92 4x4 CC 5.2 (115,000 miles) has a big problem, it can barely
get out of its own way going downhill. It cant even bark a tire on dry
pavement. My old 92 was the exact same truck except it had more miles and
it would leave this truck in the dust. The thing has a single in/dual out 40
series flowfaster with a uhhh (modified) cat and new autolite plugs. The
fuel and air filter are clean and I plugged it in to the diagnostics tester
and the comp threw no codes so I'm almost clueless. My cousin works at a
dodge dealer and he says the plenum gasket is blowed out the intake because
if it sits and idles for awhile it will start to smoke he also thinks the
timing chain is stretched and the timing is off. Also when the motor is cold
if you barley touch the throttle and make the tach run at about 1100-1200
rpm the truck surges bad, the tach will drop from 1200-700 and back and
forth until you either let off or stomp on the pedal, my dad says its
somethin to do with the egr im not real concerned unless its robbing power.
When the motor is hot and I hold it at 1100-1200 rpm when im driving thru
town with overdrive locked out, it sounds like it is missing actually it
sounds like a its got a real high lift cam, kinda cool. OK maybe not. I know
a CC 4x4 is not supposed to be fast but I dont wanna get laughed at by 4 cyl
rangers and s-10's so somebody help me out.

92 CC 4x4 5.2 115,000 miles-current
92 CC 4x4 5.2 180,000 miles-RIP
