Is this my exhaust leak?

No visible signs of soot on my exhaust, and everything seems to be solidly
in place, so I fired up the engine. Checked all along the pipe from the
cat to the muffler and didn't feel anything leaking out. On the back
"panel" of the muffler, near the bottom, right where the back piece and the
barrel are rolled together, there's a small hole, with exhaust gas coming
out and soot around it (couldn't see on my first check).

Is this the "leak"? I know some mufflers have a weep hole for water to
drain out that isn't vaporized. So I guess my question is, should this
hole that I found be there?

BTW, I said it before, I'll say it again, this "stainless" exhaust sure is
awfully rusty. Wish Dodge would have used a higher-grade SS that actually
doesn't rust.
