Fluid levels

When changing the fluid levels (T-case, 5 spd and Diffys) why is it said you
should fill to 1/4 inch below the bottom of the hole? Is it that important?
Why can't you just fill until it starts trickling out, then wait till it
stops then put the filler plug back in? Just wondering of too much will, I
don't know, blow seals or something?
