You must be in neutral at a complete stop before shifting into 4-LO.
You can on the other hand shift into 4-HI while traveling. Not sure if
the reason is that when shifting to 4-LO, you must shift into and out of
Neutral to get there.

One more opinion.
For some reason, my transfer case goes from 4-Hi to 4-lo much easier
with
the transmission in neutral.
It shifts from 2-Hi to 4-Hi easily in any gear at a wide range of
speeds but
won't fully engage 4-Lo unless I make it a three-step process.
>From 4-Hi;
1. Bump shifter to neutral
2. Pull T-case back to 4-Lo
3. Shifter returned to whatever gear
