actually, a radar deector emitts a radar signal (or several signal at
varying
bandwidths) it then checks the return signal against the one sent out and if
there is a discrepency it moniters the saturation of the diferiing signal to
let you know how close it is. Therefore they can be banned because you are
not just listening to a signal you are emitting/broadcasting one.
