The speed limiter is controlled by the PCM via the ABS system (and
speed-sensors). I've even heard of people disconnecting the speed
sensor and bypassing the speed-limiter that way. (Tried that on my
'97...nope, didn't work...darn.)

With an auto tranny, it only engauges in P or N
With manual tranny, it only engauges when clutch pushed.

I have never tried it myself... not enough straight road in Vermont to
get up over 102MPH ;-)

There are some folks on the DML website that claim to have bypassed the
speedlimiter in some "less stressful" way... not sure what they did.
