I guess my only question would be...

What were his other options? Leave it in the middle of the road for someone
to hit, and cause an accident?

Not alot of options, but he may have taken the best one.. In this lawyer
happy world we live in, the dept would be alot more likely to get their a$$
sued off if they left it there and someone hit it.
