Take that hunk of plastic and put it where it belongs---in the garbage!!!
Get yourself a spray-in liner, or a carpet-bed thing, whatever those are
called...
The plastic liners are pure junk, they let water and small grains of dirt
and sand into the space between the bed and the liner. In a year or so,
when you pull the liner up, you'll see lots of wearing from all the rubbing,
and rusting that has happened to your bed.
That smell that you mentioned is probably some decaying vegetable matter
(leaves) that got trapped in there somewhere.
And in case you missed it the first time, THE PLASTIC LINERS ARE CRAP!!!
(I don't think i can stress this enough)
