Sounds like you've got a bad clockspring. I know there was a TSB on
this for some Durangos

I was under the impression that the only power routed through the
clockspring was the air bag, horn, and cruise control functions. If the
headlights are being affected by tilting the wheel, it sounds like a loose
connector under the steering column shrouds. The screws are in the lower
shroud.
