We haven't painted fender flares but have painted the rear step bumper inserts,
rear wheel well guards and a bumper cover.

The key is to sand them really well. We wet sand with #6 grit. If you go
the base coat and clear coat route, sanding scratches will show up if
you use #4 grit. If you prime (optional), use the 'flexible' type.

We just completed painting a bumper cover using acrylic enamel
(seems to fallen out of popularity nowadays but does a great job,
doesn't show sanding scratches even with #4 and cheaper in price
than acrylic lacquer).
