With the vacuum being that low, you may want to try to move the MAP
signal line to manifold vacuum rather than off of the TB. (MAP Port on
TB reads about 1.5-2" lower than manifold).

How about the Spark Plugs...what do they look like and is any one (or
more) of them colored differently than the rest at the tip? How about
the injectors? Are they original, when is the last time they were
cleaned?

My vacuum is 12.5" - 13.1" at idle.
The fuel-sync was set roughly with an ohm meter at the transition point.

Haven't been able to get it set by a real scanner yet.
