When the truck goes down it doesn't make any noise.

I have been unable to get my full 70lbs on the upper bolts. am i supposed to have a wrench on that bolt to tighten it back up?

That definitely sounds like you've either got one of the bolts too
loose or the shock is actually bouncing around on the bolt. I know
this sounds crazy, but does your truck sit high enough to be able to
crawl under the back without jacking it up? If so, what about having
a buddy jump on the back to recreate the clunk so you can make a
better determination of where the noise is coming from.

In any event, I would take off both of the rear shocks and dry-fit the
bolts through the shock to make sure that they aren't too loose.
