OK, with some more driving i have figured out better of when the clunk noise is coming only when i am going slower. When i am on the freeway i don't hear anything. I also stood on the rear bumper and jumped up and down. When the truck comes back up the clunk occurs. Almost as though the bolt doesn't fill in the hole in the shock. When the truck goes down it doesn't make any noise.
 
Now the only other thing that was weird was that the upper bolt with the tab welded on when trying to torque will pass by the frame it's actually bending the tab and the passing by the frame. I have been unable to get my full 70lbs on the upper bolts. am i supposed to have a wrench on that bolt to tighten it back up?
 
BTW my part numbers are 565049 & 565040

        It's kind of a clunky noise. it happens even when I pull into the garage,
        with the height difference. I have one question for you guys with the kyb
        shocks. does the boot cover end go towards the top or the bottom? have any
        ideas as to why the noise is occurring?

        Yeah, I have about 25 years on an old beam type torque wrench, cannot tell
        you how many Harleys I put together with that one, but my fandango Craftsman
        torque wrench quit on me the other day too...back it goes...it is a nice one

        12 months???? I've had mine {craftsmen)for 20 years and still as good as day
        one! The beam type may be a pain to use but they last. I've checked it
        compared to new torque wrenches every years or so.
