If you have fluid in the cylinders, remove all plugs, crank til no fluid
spits. Reinstall plugs. Fluid doesn't compress. BAD for pistons!!!

Did you replace the rockers with stock or roller rockers?

The 21 lbs may be fine for stock (non-roller). For RRs, install according
to directions. OR

The way I do my RRs has never failed me. Install all adjusters finger
tight. Rotate engine 1/4 turn retighten finger tight. Do this for 2 full
rotations of the motor. Then go an additional 1/2 turn on the adjuster
sleeve (or as directed by instructions), and tighten the allen set screw.

Assuming you have Roller Rockers, I think you may have over tightened them.
