Cold hesistation, is it the fuel sync/index?

Every so often, when cold, I get that low rpm studder/hesitation for a
second and then goes away after warmed up, or just after a warm startup but
less frequent. Is that the fuel sync, or indexing the dist... isnt there a
difference... I had a paper at one time, a chrysler one, that involved
bending a piece of wire and sticking it on the rotor to see if it was lining
up properly with something.... And then there is the setting of the fuel
sync, how do you do that with a digital meter??
