ABS kicks in at wrong time

I have a '98 2WD 5-speed w/4-wheel ABS. My ABS kicks in when I am almost
stopped. At 2-3 mph the ABS will kick in when I am stopping and it will feel
like I hit a patch of Ice. High speed braking is OK. I have no ABS light.

I get an ABS fault light if I disconnect a sensor, or remove the sensor from
the wheel.

Any thoughts?
