It does not. I-80 is not a toll road. Across OH/PA it is I-80/90 and since
I-90 is a toll road, that portion of I-80 falls into the category only
because it is sharing path. (Sort of like guilt by association)

Well, at least that's how it was explained to me by a friend who worked for
the DOT.
