Trailer brakes aren't a necessity. They're nice when you have them but
they're not required.

I towed my Daytona on a flatbed trailer without brakes about 40 miles behind
my girlfriend's Ram (318) and while you could definately tell it was there it
wasn't a big deal. As long as your tow vehicle's brakes are good you'll be
fine.
