How can I tell if it's bad? Is it supposed to spin freely or have resistance
when not running?

My '96 318 water temp gauge has recently been hanging around the mid point
and slightly higher when idling for more then a couple minuets. The
radiator is full so I assume the thermostat is stuck, the fan clutch is bad,
clogged radiator or the water pump itself but it sounds normal and not
leaking.
How would I check these things out?
