Smog failure, a little help please

Recently my 95 Sport had a real bad failure on the Cal. Smog Check II. I'm
having a real hard time researching the web due to the readings.

HC = (15mph) max = 89, meas. = 176. (25mph) max = 54, meas. = 162.

CO = (15mph) max = 0.66, meas. = 0.77. (25mph) max = 0.80, meas. = 0.79.

NO = (15mph) max = 517, meas. = 2283. (25mph) max = 770, meas. = 2104.
(both GP)

It's history: It's a 95 RC, 3.9, AX15. Over 480,000 miles, but still running
great when I last used it. Almost never less than 20+ mpg at sea level,
combined driving.

In the past 15 months, with very little use in that last 11, I have replaced
the battery and cables(OEM) due to theft. The alternator and coil due to
failure, and the plugs once. The plugs I just removed after the test are
very clean, too white, on the tip according to one mechanic. I put in a set
of 3924's two days ago, runs the same.

There are no codes showing. The O2S was replaced in the last 60,000 and the
truck never seems to act up like the OS is out of sync. The Cat was replaced
about two years ago, and I realize that it could have a problem. But with
the above readings, I don't want to replace the Cat and find out it is not
the complete problem. I haven't ever heard of a Cat causing such bad
readings on all three lines. Am I missing something there??

I also did the tests on the EGR, which is also no more than two years old.
Stumble occurs at 8 to 8.5 in. I know the standard is supposed to be 3.5 to
5. The hold test was perfect, unlike the one that it replaced. I
accidentally put about 20 in. on it instead of 15 and couldn't believe it
when the needle didn't move at all.

I would appreciate any help anyone can provide. I love that thing and would
like to keep it around as a backup. Not that I don't love my current one, a
98 SLT CC in Forest Green over Alum. just as much. Thanks, Biff Byrum
