That all depends on the fan set up you are running. My 16" SPAL fan with
custom shroud delivers better A/C performance at low vehicle speeds than my
stock clutch fan/E-fan combo ever did. Use a cheap fan that can't pull
enough CFM and sure it won't work well at low speeds, but use the right
parts from the get go and no problems.

It will not give you BETTER A/C at low fan speeds, but hopefully it
will be adequate.
The clutch fan moves more air, though you are correct, it puts a load
on your waterpump.
I did pick up about 2 mpg with the electric fan.
