Jim, in a lot of places in the US (can't speak for Canada), traffic
tickets are a major source of revenue for small municipalities. In
places like this, having a cruiser behind you for a while can often
mean he's waiting to find a reason to snag you on a minor infraction
just to pull another $75 plus court fees for the local gov't.
