If it was me I'd replace the headliner. IIRC most fabric stores sell the
material, all you need is a can of spray adhesive and a razor blade. A large
foam roller helps too. Hardest part is getting the headliner in and out of
the vehicle so be sure to let the glue fully dry before attempting
reinstallation.
