Hood scoops. First, the location of the stock induction duct, at least on
Magnum trucks, isn't too bad. You may not be happy with how much air it can
move, but a 318's demand really isn't THAT great (not like a 426 Hemi, anyway).
The area behind the front grill is likely to generate a high pressure ridge
pretty quickly. The ridge of pressure increase in front of the cowl also
starts at pretty low airspeed, but it moves forward as speed increases. Now
judging just by the airflow from the ventilation (fan off) you need to be going
at least 40 or 50 mph to get appreciable effects. Not bad, but the 318, if
it's lacking anywhere, lacks on the bottom end, not the top. Only a super-
charger (eg. Vortec) can help there. Oh - or an exhaust that scavenges well at
low rpm, but such is likely to be a bit smaller diameter, and thus restrictive
at higher rpm. Tradeoffs, sigh.

IMHO cowl induction hood scoop would be a good idea. A custom truck with an
aluminum frame and body would be even better (the Al Neon weighs about 40%
of the steel one).
