The instruction card on the drivers visor is pretty clear about the need to
be in neutral to shift the transfer case in/out of 4wd low. It is definately
stiffer than shifting from 2wd to 4wd hi but not anything I considered to be
an issue on my Dakota. I always come to a stop to make the shift to low
range (never tried it while the vehicle was moving slightly).
