To your first question: No, there's a solenoid on the tranny. As you know,
the OD lockout is on the dash.

I can't answer the second question without my FSM. I'll speculate that the
solenoid is controlled only by the SBEC, and that the dash switch is an
input to the SBEC. It's also possible that the dash switch is in-line to
the solenoid itself, in which case I'd disable (jumper) the dash wiring as
a test.

You're going to need a copy of the factory service manual (FSM). I would
go back to the dealer and demand they give you one - in lieu of the $350
non-repair of the problem. Normally you have to mail-order them.
