I don't have that problem with my 97. Do the washers work normally?
Perhaps the hose is off(cracked and the fluid is leaking that way, then
getting blown around by the fan at startup. Is there a pool under your
vehicle? Does the fluid level go down when it's sitting? Is fluid comming
out of the nozzles while driving?

If your theory is correct, why is the fluid in the engine compartment?

Just some thoughts.
