Emission Legal relates the fact that installation of this part does not violate the
Federal Clean Air Act by having met EPA standards. These parts are legal in 49 States,
(not including California).

CARB is an acronym for California Air Resource Board and means that the part has
met their stricter guidelines for an aftermarket or performance part.

Generally, a CARB approved part is recognized as "Legal" in all 50 states.
