Not quite. True, the first number is the section width (245), but the
second number (60) is a ratio of the height to the width or aspect
ratio.
       245/60 = 147mm sidewall HEIGHT w/ a 245mm section width
       245/70 = 171mm sidewall HEIGHT w/ a 245mm section width

So, a 245/70 is taller then a 245/60, not wider.

The width on the side of the tire (235 or whatever) is the maximum width
of the tire. This is the bulge in the sidewalls, not the tread width.
Lower profile tires have wider tread widths for a given tire width. A
245/60 has a wider TREAD width than a 245/70. Look up the numbers on
the Dunlop web page.
