PA has a yearly safety inspection where they check lights, brakes, horn,
exhaust, and body rust through into the passenger compartment. I never
had an emissions check, but from what relatives there tell me is the
emissions is only in certian counties usually surrounding major
metropolitan areas. For instance, around Pittsburgh (SW Pa),
Westmorland county has an emissions check where Fayette does not. I
believe the check involves a Dyno and you have to pay for it.

The Safety inspection is done by independent mechanics and can charge
just about what they want. The usual price is $15 - $25. The emissions
used to be $8.00, but that was before the new test went into effect.
