You are right. EGR was not about making the engine
run efficiently from a performance viewpoint.

Running a small amount of exhaust back through the system
was one of the first means that was incorporated by the auto.
makers to reduce emissions.

You should have read the complaints (hard starting, poor idling,
lower gas mileage, stumbling, etc.) from new car owners
when it was first introduced.

PS Let's not re-hash the performance/environmental debate.
    Let's just recognize it as two opposing goals and
    one was deemed more important than the other.
