  Seems to me that with a turbo you'd be burning more gas and oxygen
which would increase the hydrocarbons. Probably wouldn't notice much
(if any) increase at idle, but under load might be a problem. Also,
I suspect that with a turbo you might be running a bit on the rich
side (for safety's sake) so that would increase the emissions too.

  Does anyone know if turbos are mechanically activated, or electrically?
I realize that the exhaust gas moves impellers which pressurize the
air entering the engine, but if there was a way to flip a switch and
turn off the turbo, that'd be neat. Or, what about a "quick change"
setup where you can swap the turbos out for a section of exhaust
pipe? You might be able to make it a half-hour operation so you can
make everthing legit come inspection time...
