Kyle - yes, you should sand it first. Sandblasting is even better (again, if
you have the equipment yourself, or know someone). A clean, slightly rough
surface will allow paint to adhere the best. My recommendation is for a type
of paint with is actually Cold Galvanizing Compound. It has a very high zinc
content, and actually works much like regular hot-dip galvanizing. The steel
will be metallurgically protected by the zinc, and small scratches in the
cold galvanizng will actually be self-healing. You can find this paint at
most welding shops, and it is not expensive.
