BUT.. when you do a 2-2 drop. don't they cancel each other out? or should
i still get a shim? if so. what degree?

<< Don't have any fancy degrees in that subject...but common sense dictates
 that YES...they should be kept within factory specifications. (using shims
 is the best way)
 
 Any reputable lift/lowering kit SHOULD have these included.
