Rust on Bumper

A friend of mine at work has a 1998 Durango and notice the other day
while washing it, he found some rust on the driver side front bumper
about 6 to 8 inches in from the end of the bumper in front of the driver
side tire, is this covered under the I think 7 year warranty?
its not from a chip in the bumper, it right where the two piece joins
together (seam).
