Another 2 cents;

Exposed skin will lose heat (or be cooled) at a faster rate in a moving
airflow. Assuming that the miniature wind chill table on the zipper pull on
my coat is accurate, the rate at which skin will cool in 35-degree air
moving at 40 mph will be about the same as the rate skin will cool (or lose
heat) when exposed to 1-degree stationary or still air.

Any water to air heat exchanger will also see a better heat transfer rate to
moving air than to still air. However, the water will never cool to a
temperature below the air temperature regardless of the air speed. "Wind
chill" might not be the best terminology for this.
