and is there a specific reason to put new bolts in it (like a revised
thicker/thinner gasket) or does Chrysler just want more cash?

The bolts on the intake are stretch to yeild torque bolts. Like the ones
used on cylinder heads, they "stretch" till the point of torque. If reused
or over torqued, they may break. They don't cost that much and are one of
those "oh well, I have to take out the olds ones anyway, why not put new ones
in while I am there" deals.
